Manager of Payroll Systems & Programs Location: Various

Manage timekeeping system projects and assist in the transition of program enhancements and upgrades to the timekeeping systems.
Support the project management of system projects and program development for new initiatives such as system upgrades and modifications, and special projects.
Manage the planning, testing and implementation of KRONOS projects according to schedule.
Participate in cross functional project teams in the resolution of system issues affecting payroll production and reporting.
Perform detail review and analysis of data related to system projects and special projects.
Other Payroll management responsibilities:
Manage the assessment, planning, testing and reporting of internal controls to ensure accuracy of payroll processing and compliance with established policies and procedures.
Review and analyze current processes with the aim of enhancing efficiencies and accuracy of payroll processing.
Coordinate audit requests from Corporate Compliance, MTA Audit and external auditors.
Review of Kronos access requests and coordinate submission to MTA IT Security.
Maintain functional updates to KRONOS system Policies and Procedures.
Participate in the development of timekeeper KRONOS training.
Provide ad-hoc analysis and reporting requests (e.g., Freedom of Information Law).
Manage the distribution of company pay documents.
Manage and develop staff.
Perform other duties and special projects as required by management.
Must possess strong functional working knowledge of business and payroll processes.
Functional systems experience and knowledge of Kronos timekeeping system.
Must possess aptitude to conceptualize, plan and implement stated goals and objectives.
Must possess the ability to resolve complex problems and meet established deadlines.
Excellent project management and analytical skills.
Experience with administering systems enhancements, upgrades and implementations.
Ability to coordinate and schedule activities effectively and efficiently.
Excellent interpersonal skills along to communicate effectively with both technical and business staff at all levels.
Must be detailed oriented.
Must possess strong computer skills and proficiency with MS Office and/or comparable software applications.
Experience with timekeeping and payroll systems (PeopleSoft).
Experience with union and non-union payroll and controls.
Experience with audits.
Certified Project Manager (PMP).
Bachelor’s Degree in Business, Accounting, Computer Science, Information Systems and/or a related field.
Minimum five (5) years of experience working with payroll and payroll system projects.
Minimum of three (3) years of experience managing projects, programs, and/or processes.
This is a safety sensitive position and subject to toxicological testing.
