Direct, planning and managing Engineering Department (AED) fiscal, purchasing, and accounting operation within the guidelines of City and departmental policies and procedures, state and federal laws, and acceptable professional accounting practices. Job functions also include being a liaison between AED and human resources, Information Technology, Law Dept., and Procurement. Also manages accounting and employee relations within the AED. This position reports directly to the Director of Engineering. This position will also work closely with other AED assistant directors, managers, employees, Georgia DOT personnel, banking official, elected official, and the public to ensure proper fiscal reporting.
PRINICIPAL DUTIES AND RESPONSIBILITIES:
Assists with management and overall planning, operation, and administration of financial and purchasing functions for department. Provide necessary information including data retrieval for periodic audits. Prepare annual budget and monthly analysis of budget to actual. Perform cost analysis in regards to projects, jobs, etc. Coordinate audits
Manages Human Resource, EEO and other Personnel management matters. Ensure timely completion of all financial and other administrative requirements. Provides information, technical advice and guidance on all aspects of financial management and personnel management. Assist in legal and IT related matters.
Administers accounting for billing, receiving payments, deposits, recording of revenues, verifying and processing expenditures, billing and collecting stormwater utility (SWU) fee from residential and non-residential property owners or users. Assist in SWU fee adjustments to incorporate SWU fee credits and impervious area adjustments.
Acts as liaison between AED and other departments (city & external) for financial, budget, billing, and reporting matters. Train and serves as resource to subordinate personnel.

Education: Bachelor's degree in accounting, finance, business or related field.
Experience: Five (5) years of recent experience directly in the areas of planning and managing fiscal, purchasing, and accounting operation including two (2) years in a supervisory capacity. The candidate shall possess a strong combination of highly technical skills and management skills in accounting, finance, human resources and enterprise funds accounting & audits.
Certification: Possess CPA certification
Considerable knowledge of principles and practices of accounting, finance, budgeting, personnel management and HR matters
Familiarity with concepts of accounting for investigating government funds.
Proficiency in principles of financial management and accounting systems.
Mastery of interpreting relevant federal, state, and local laws and ordinances, department regulations, and City policy & procedures.
Workable experience in regards to utility accounting, bond covenants, utility rate assessment, inventory control, receivable collections, and billings and collections
Good communication skills, both oral and written.
Demonstrated ability to work independently and supervise and train junior staff.
Supervise and train designated subordinate personnel.
Possess or have ability to obtain a valid state operator/driver's license for the type vehicle or equipment operated.
