GENERAL PURPOSE: Under general direction, performs professional non-managerial Computer Aided Drafting (CAD), Computer Aided Engineering (CAE), Building Information Modeling (BIM), and Survey related duties including those related to project coordination, technology development, system administration, and technical support of computer and non-computer based technologies for multi-disciplinary projects; ensures work quality and adherence to established standards; coordinates assigned activities with project teams, other divisions, programs, Departments/Offices, and outside agencies; responds to questions and inquiries from the general public, contractors, consultants, engineering professionals, and Agency staff regarding CAD/CAE/BIM and survey information and requirements related to area of assignment; serves as a technical expert, trainer, or team leader for assigned projects or area of responsibility.
ESSENTIAL FUNCTIONS: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. • Attends and participates in professional group meetings, maintaining awareness of new trends and developments in the industry, and makes recommendations on future practices and software needs to senior staff. Works directly with Information Technology (IT) to research, review, test, implement, and troubleshoot new design technology products. • Utilizes standard programming languages such as C#, Visual.Net, SQL, and Lisp to develop and maintain custom CAD/CAE/BIM related systems, menus, tools, or to perform automated tasks with related software. • Identifies and provides technical direction in order to resolve complex problems. Develops guides and conducts training for other CAD/CAE/BIM users on related processes, software/hardware usage, related standards, project's system configurations, and best practices. • Assists in maintaining a reliable system environment for all CAD/CAE/BIM programs used by the agency including custom profiles, file management systems, user interfaces, resource definitions, and productivity tools in support of multiple consultants and contractors through all phases of small and multi-million dollar project lifecycles and Facility Management efforts. • Provides support in the day-to-day oversight of the project design and construction support efforts by coordinating CAD/CAE/BIM activities; facilitates regular meetings with consultant Leads to ensure proper coordination of each project's activities, schedules, standards, procedures, and deliverables. Conducts quality audits of design data and coordinates package deliverables with consultants, ST staff, and partnering agencies to ensure all submittals adhere to established standards, are completed accurately, and submitted on schedule. • Creates parametric 3D model geometry and imports supplier/vendor/manufacturer device and feature models into existing models/geometry. Uses data extraction techniques to export project information reports from 3D models. Creates visualization walk-throughs and renderings from 3D BIMs. Performs 3D model clash detection and simulations. Analyzes, interprets, communicates and resolves resulting clashes and simulation results with project team members. Reviews parametric 3D model geometry and clash detection models/reports, and 3D visualizations created by consultants to ensure quality, accuracy, and completeness. • Serves as a subject matter expert on survey related activities. Maintains and directs others in the use of survey data and project datums, ensuring their proper collection, documentation, conversion, and use between other datums and state plane coordinates. Reviews and provides feedback on all survey data provided by consultants and other agencies, ensuring overall quality, accuracy, completeness, consistency. • Leads the efforts to produce, maintain, and distribute as-built data; works directly with Sound Transit's Construction Management and Document Control groups on requirements and providing guidance to the project consultants. Ensures that quality, accuracy, and completeness of the contractor's provided as-built markups are maintained and delivered to the agency by attending and/or facilitating regular meetings with construction contractors and field engineers, and reviewing/accepting all delivered as-built data on behalf of the agency. Oversees on-call consultants to complete as-built work. • Develops and maintains drawings, models, and visualizations as needed. • Responds to questions and inquiries from the general public, consultants, contractors, engineering professionals, and Agency staff regarding CAD/CAE/BIM and Survey technologies and practices and/or area of assignment. • Coordinates assigned activities and functions with other agency staff, local, state, and federal agencies/jurisdictions, and business partners; interacts, shares knowledge, negotiates issues, and develops collaborative relationships. • Provides support to the department/division and others on matters as directed; serves as staff on a variety of committees as requested; prepares and presents staff reports and other necessary correspondence; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies, procedures, rules, and regulations. • Other duties as assigned
MINIMUM QUALIFICATIONS: Education and Experience: Associates Degree or technical school certification in engineering graphics, architecture, industrial design, computer science, CAD draftincg, CAE design, 3D Modeling, survey or closely related field and five (5) years of experience drafting or modeling on multi-discipline projects, including two (2) years in a technical support, survey support, or project lead role that includes architectural, civil, mechanical and structural disciplines, preferably in a transit/transportation related environment; OR an equivalent combination of education and experience.
Required Licenses or Certifications: None.
Required Knowledge of: • Intermediate knowledge of methods and techniques of using, configuring, maintaining, coordinating, and troubleshooting related CAD/CAE/BIM technology, such as AutoCAD, Civil 3D, REVIT and Navisworks. • Intermediate knowledge of file management systems and practices with ability to assist in maintaining the system and providing technical solutions as needed. • Intermediate knowledge of 3D modeling techniques including creation of families, visualizations, collaborative organizational structures, and clash detection analysis. • Intermediate knowledge of survey practices and technology related to the collection, recording, review, exchange, and incorporation of survey field notes, records of survey, as-built surveys, drawings, models, DATUMs, legal descriptions, and deeds; production and maintenance of drawings, maps, and models using CAD/CAE/GIS software. • Conceptualizing, writing, and maintaining custom scripts or routines using .net, C#, or Lisp programming languages. • Principles and practices of reading, interpreting, and modifying design and construction drawings, 3D parametric models, public land survey systems, topographic mapping, datum conversions, and field/record survey data. • Effective communication skills to interact with other departments, agencies, municipalities, vendors, and the general public. • Project management techniques and principles. • Principles of team leadership. • A/E consulting services and methods. • Engineering maps and records. • Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations. • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities. • Principles of business letter writing and basic report preparation. • English usage, spelling, grammar, and punctuation. • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
Required Skill in: • Researching, analyzing, evaluating, and making recommendations to senior staff on current and developing CAD/CAE/BIM related software, practices, and service delivery methods. • Troubleshooting and maintenance techniques and practices related to CAD/CAE/BIM software and hardware, including but not limited to plotters, scanners, workstations, and file management systems. • Reading and interpreting related standards and requirements, survey data, 3D parametric models, and design/construction/as-built drawings and models relative to the development and maintenance of plans, models, project requirements, and cost estimating. • Prioritizing individual assignments and schedule. PHYSICAL DEMANDS/WORK ENVIRONMENT: • Work is performed in a standard office environment. • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
