The City of Gresham is pleased to be recruiting for a full-time Civil Engineer I in the Transportation Engineering division of the Department of Environmental Services.
This position performs a variety of professional-level engineering work including project design, planning, and construction as well as transportation systems operations. This position may manage small to large sized capital projects.
This position is currently budgeted as a Full-time ( 40 hours per week), two year limited-term position. This status may potentially change to a regular full-time position upon 2017/2018 budget approval.
Gresham, the fourth largest city in the state of Oregon, is located in the Northwest part of the state between Portland and Mount Hood. Our City boasts a proud, diverse, and growing population. The Civil Engineer I position performs professional engineering work including design, planning, construction, and management of public works projects meeting city, federal and state (FHWA & ODOT) requirements for transportation system operations. This position is responsible for producing plans, specifications and cost estimates for public works projects as well as participating in the daily operation of the transportation system. The Civil Engineer I also manages and implements other tasks such as development of procedures and documentation of decisions related to the operation of the transportation system.
The Civil Engineer I position will be part of the Transportation Engineering division of the Environmental Services Department. The Transportation Engineering division employs twelve regular employees including engineers, technicians and electricians. The Division fosters an environment that supports a collaborative and team-focused approach to work but also requires team members work independently as needed. This position performs work that requires the application of strong professional knowledge, reporting skills and public contact.
The duties of this position may include, but are not limited to:
Manages the more complex engineering projects; performs contract administration of construction and consulting engineering contracts.
Plans, organizes, coordinates, assigns and evaluates the work of engineering technicians and construction inspectors; provides training and guidance, as needed.
Designs public works projects, such as street widening and realignment.
Serves as project engineer on capital improvement or other engineering projects; develops plan sets, writes specifications, assembles contract documents, presides over pre-construction meetings, coordinates construction scheduling, prepares project cost estimates, administers contracts to ensure compliance, and interprets contracts.
Works with representatives of other City departments, other governmental agencies, private developers and consultants, neighborhood and other citizens groups to plan activities, coordinate efforts and resolve issues.
Responds to inquiries and complaints from property owners, businesses and the public regarding engineering projects, and transportation system issues.
Performs engineering studies; analyzes data; makes recommendations based on findings; prepares correspondence and technical engineering reports; provides engineering assistance to other City departments, as needed.
Prepares, reviews and monitors annual budget for area of assignment.
Participates in short and long term planning for area of assignment.
Engineering principles, practices, methods, techniques, materials and equipment related to public works projects.
Engineering project management and engineering contract administration.
Computer applications and uses for engineering activities including proficiency in Auto CAD Design and Drafting Software, and Microsoft Office.
Effective supervisory methods and techniques.
Develop procedures and implement a system to document decisions related to the daily operation of the transportation system.
Design engineering projects of varied scope and complexity and produce engineering drawings using Auto CAD software.
Develop accurate detailed public works project cost estimates and delivery schedules.
Manage engineering projects effectively. Administer construction and engineering contracts effectively, assuring compliance with all standards and provisions.
Ability to plan, organize, coordinate, assign and evaluate the work of subordinate technical employees on a project basis.
Prepare clear and precise reports of a technical nature.
Provide technical support and training in the uses of computers and software applications.
Establish and maintain effective working relationships with other employees, representatives of other governmental agencies, contractors, developers and the public.
Communicate effectively, both orally and in writing.
Physical ability to perform the essential functions of the job.
A typical way to obtain the knowledge and abilities would be:
Bachelor's degree in civil engineering.
One year of professional engineering experience preferably related to public works.
Desirable experience includes:
1 years' experience with plan set development using Auto CAD Civil 3D
Public works project management, cost estimating, and scheduling
Transportation system operations including the application of the MUTCD, AASHTO, FHWA & State guidance.
Licenses, Certificates, and Other Requirements:
Valid Driver's License
Possession of a Fundamentals of Engineering certificate (formerly an EIT certificate)
