The San Mateo County Transit District is the administrative body for public transit and transportation programs in San Mateo County, California: SamTrans bus service, including Redi-Wheels paratransit service, Caltrain commuter rail service and the managing agency for the San Mateo County Transportation Authority. The District is seeking a Manager, Rail Operations. The Manager, Rail Operations will report to the Director, Rail Transportation, and is responsible for the monitoring and evaluation of contract operator compliance for the Peninsula Corridor Joint Powers Board (Caltrain) policies and procedures, operating rules, and Federal Railroad Administration (FRA) regulations.
The incumbent will oversee and evaluate Caltrain commuter rail service, monitor and audit contract operator operational and regulatory performance, liaise with all internal and external stakeholders in developing and finalizing Caltrain service and operating plans, and analyze and recommend updates to Caltrain-specific modifications to the General Code of Operating Rules (GCOR). In addition, the incumbent will monitor and evaluate the implementation of train service delivery, operating plans, and public timetables. This role will also monitor and evaluate rail operations, on-time performance, ridership reporting, customer satisfaction, contractor performance and compliance, as well as monitor operator performance on safety, efficiency testing, standard operating procedures, and emergency operations planning.

Five years of full-time experience in commuter rail operations, traffic control systems, and Federal Railroad Administration (FRA)
Three years of experience managing or directly supervising

The annual salary range is $107,458 -$155,813 (commensurate pay based on experience).
