Assistant Operations Director

As part of the Operations Department, the Assistant Operations Director is responsible for directing the operations and maintenance activities of CFPUA’s Water and Wastewater Treatment Plants and the Distribution and Collection Systems, including their planning, design construction, operation maintenance and management. Additionally, the incumbent implements plans and programs for the operations department including, budgeting, job assignments, employee evaluations, preparing contractual obligations, and reporting; overseeing the work of superintendents who plan, direct, and control the day-to-day operations and maintenance activities of the division, delivering high quality water and wastewater service to customers; assists the Chief Operations Officer in establishing and implanting CFPUA goals and performance objectives, develops and manages annual division goals consistent and supportive of CFPUA’s mission and strategic plan; develops, collects, and evaluates performance measures, develops and oversees divisional policies and procedures, and implements program improvements; negotiates with governmental leaders and businesses in order to meet operational goals, conduct business and remove obstacles; works closely with the Chief Operations Officer to plan and implement the ten-year Capitol Improvements Plan; directs the warehouse operation and ensures an adequate inventory of spare parts is maintained; serves as a link between managers and others by answering questions, interpreting and administering contracts, and helping to resolve work related problems; develops and oversees the operational division budgets to meet operational goals and programs consistent with accounting, budgeting, and management principles to include approving expenditures and budget change requests; prepares and presents reports and other information to the Board, subcommittees and outside agencies and the public; and serves as an essential employee.

The position requires a Bachelor’s degree, five (5) years of work experience with sufficient experience to understand the basic principles relevant to the major duties of the position and a valid State of North Carolina driver's license. Requires a Professional Engineer or Engineer in Training Certification and the possession of or the ability to obtain, within one year, an appropriate state-certified license for water and wastewater treatment and collections and distribution. The work is typically performed while sitting at a desk or table or while sitting, standing, or walking. Requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additionally, the work requires balancing, climbing, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking. |
