General Statement of Duties
This non-exempt position evaluates data, reviews information, and performs engineering work to support the Engineering Department. Work includes independent evaluation and applications of standard engineering techniques and participation in multi-disciplinary teams related to the planning and operations of various District activities, programs, and systems.

Primary Duties and Responsibilities

• Analysis: Performs research, engineering analysis and calculations of information to support water supply, water and wastewater treatment, modeling, planning, design and construction projects.
• Data Management: Collection, compilation, trends analysis, and interpretation of data sets.
• Reporting: Preparation of technical reports detailing activities performed, results, conclusions, and recommendations.
• Development Review: Plans, reviews, develops and coordinates the design and construction of detailed or complex water and sanitary sewer projects.
• Coordinates with various federal and state agencies regarding general development activities.
• Construction Management: Supports District staff in monitoring of construction projects, including inspections of construction sites, monitoring construction progress and expenditures. Provides input to construction projects, including review of submittals, specifications, change orders, and cost estimates.
• Planning Support: Assists District staff with various tasks in support of the long-range planning initiatives including, but not limited to, compilation and analysis of statistical and technical information, maps, exhibits and other data related to engineering projects and prepare associated reports.
• Performs detailed analysis of engineering projects and assists with develop of long-term capital funding plans for improvements and efficiencies.
• Water Resources: Assists with water rights accounting.
• GIS Support: Opportunity for basic support to the Districts GIS and modeling efforts.
• Coordination: Meets and coordinates with District operations staff, consultants, contractors, government agencies, and utilities companies. Assists District Staff in meeting preparation for stakeholders.
• Assists professional staff in the management, supervision, and review of products from consultant teams assigned to the various projects.
• Performs additional duties as assigned.

Knowledge, Skills & Abilities

• Basic computer knowledge including, but not limited to, Microsoft Word, Excel, Outlook, and ESRI ArcGIS software, and AutoCAD.
• Basic knowledge of professional civil engineering principles, practices, methods and standards.
• Ability to interpret and use information from engineering reports, plans, specifications, regulations, and technical documentation.
• Ability to develop and maintain effective working relationships; communicate effectively, orally, written and graphically.
• Ability to obtain information and utilize this information to prepare written documents that are clear, concise, courteous, and within accepted grammatical standards.
• Basic knowledge of safety procedures and use of personal protective equipment and ability to apply safety principles. Ability to anticipate unsafe circumstances; act accordingly to prevent accidents, and promptly report accidents and hazardous conditions.
• Ability to work independently with broad direction and limited supervision. Ability to work effectively with supervisors, co-workers, vendors, contractors, developers and the general public.

Working Conditions / Physical Activities

• Work is performed primarily in an office setting; however, may be performed on construction sites where there may be exposure to dust, noise, traffic and moving construction equipment; and/or at a wastewater treatment facility where noise, irritants, dust, dirt, bacteria, hazardous chemicals/air/materials and fumes are present.
• Works indoors and outdoors in all weather conditions and over all types of terrain. May be exposed to risks typically associated with working around water, chemicals, electricity and other man-made and natural hazards.
• Full range of body movements including stooping, twisting, kneeling, bending, leaning, reaching, climbing (heights), stretching and working in awkward positions. May stand for extended periods of time.
• Vision is needed for reading, computer input, recording, and interpreting information such as blueprints and plans; speech and hearing are used to communicate with other employees over the telephone, radio and in person.
