Under general direction, performs administrative and advanced professional engineering work and performs a variety of technical tasks relative to area of assignment. This position will be assigned to the City of Glendale's Water Services Department, which is seeking a results-oriented Principal Engineer with professional engineering experience in capital planning, assessment, design and construction of Water Treatment, Water Reclamation, Water Distribution, and/or Wastewater Collection systems. This assignment requires the use of strong leadership skills including independent judgment, initiative and interpersonal skills in developing and implementing the capital program for the Water Services Department. This position implements the capital program through coordination with direct reports, Water Department staff, Engineering Department staff, consultants and contractors.  Work is performed under the general direction of a Deputy Water Services Director and performance is evaluated based on results achieved.

ESSENTIAL FUNCTIONS:

1. Follows personnel and department policies and operating procedures; demonstrates respect, tact, and courtesy to coworkers, contractors, consultants, and general public.
2. Plans, organizes, and manages the activities of assigned staff within department.
3. Reviews, evaluates, and approves civil engineering studies, designs or plans for area of assignment.
4. Coordinates City projects with other departments, municipalities, and agencies.
5. Prepares written and oral reports for City management, City Council, other departments and the public.
6. Coordinates communication of engineering issues within the department and organization.
7. Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, attending classes or participating in developmental activities.
8. Represents the City on professional and technical committees.
9. Performs other related duties as assigned.

Water Services:

1. Responsible for Water Services engineering projects and acts as the City’s technical engineering expert in Water Services.
2. Provides engineering technical expertise and review of water and wastewater projects and facilities.
3. Responsible for the short-and long-range planning, cost estimating, and implementation of the department Capital Improvement Program, and assists with identifying project priorities and timing.
4. Prepares capital project estimates and carry overestimates for budgeting.
5. Conducts scope and fee review for assessment, design and construction of water and wastewater infrastructure projects.
6. Develops scope of work; reviews solicitations documents; and participates in consultant and contractor selection.
7. Performs site inspections of water and wastewater system and facilities.
8. Coordinates with Engineering project manager to successfully implement projects
9. Acts as an engineering technical resource for Operations and Maintenance staff.
