Job Summary

The Power Delivery Engineer will ensure the NCMPA1 & NCEMPA-owned Distributed Generation is compliant with environmental and electrical regulations and that the LSG & DG Policy, Recommended Interconnection Standards, and Delivery Point Interconnection Standards are upheld and enforced.  This role adds value to ElectriCities by ensuring that all distributed generation complies and is able to be dispatched without penalties and that the interconnection standards at the delivery points are followed.

Primary Responsibilities

• Responsible for the electrical and environmental compliance of NCMPA1 and NCEMPA distributed generation.  This includes knowledge of the NESC and NFPA codes, EPA and NCDENR Air Quality Standards and applicable NERC Reliability Standards.
• Participates in the 24/7 on-call team.  Duties associated with on-call responsibilities include monitoring and control of distributed generation, monitoring, management and repair of the NCMPA1 and NCEMPA control and communications systems (control systems, telemetry, SCADA, load management, distributed generation and associated communication systems) as required, on a 24/7  “on-call basis” including early morning, nights, weekends and holidays, as necessary, in response to system conditions, operator need or equipment failure plus must be able to make independent and timely decisions that directly affect power supply costs and customer service.
• Acts as the subject matter expert regarding the DG Policy and Recommended Interconnection Standards.  This includes enforcing the DG Policy by directing meter installations, maintaining records such as the DG Notification Form and working with Participant Cities or their customers that own distributed generation.
• Responsible for the communication connection documentation of all communication systems at delivery point and generator sites and as required coordinates with telephone and cable companies regarding high voltage protection equipment.  This also includes coordination with the other positions within the department to share in the responsibility of the operation and maintenance of the backup Operations Center for NCMPA1 and NCEMPA telemetry systems.
• Participates in the coordination with DEC and DEP regarding delivery points including the review and verification of replacement costs, depreciation methods and factors, allocation factors and leased facilities charges. This also includes the review and verification of Participant Delivery Point power factor in conjunction with contractual obligations and tracking of reliability issues and outages.
• Serves as backup to the NCMPA1 Generator Technician at the Monroe Generating Station (MGS).  This includes being knowledgeable of all systems at the MGS and in the Generator Technician’s absence operate and maintain the MGS to the same level as the Generator Technician.
• Serves as backup to the System Operations Power Delivery Engineer.  This includes assisting PDE during major storm restorations, retail metering projects, NCEMPA delivery point projects and distribution projects, as necessary.
• Assists with the administration of communication lines for meter installations associated with city and customer owned distributed generation, NCEMPA and NCMPA1 Diesel Generators, retail billing load research metering projects, and telemetry system.  This includes maintaining records, contact and billing information.
• Provides input for the annual business plan and budget.
• Assists with distribution management and technical services for members as assigned.
• Provides project management skills to municipal projects as necessary. This could involve project planning and scheduling, distribution planning studies, expansion and load growth projects, coordination of legal and/or contractual requirements, financial analyses, presentations to city councils, workshops and other projects as requested by the participants.
• Fosters an environment of teamwork in order to effectively work with other departments, fellow employees, participants and investor-owned utilities.
• Performs other related duties as assigned by the Manager, Field Operations in accordance with the goals and objectives of ElectriCities, NCEMPA and NCMPA1.

Job Requirements

The successful candidate will possess the following:

• Bachelor of Science degree in Engineering, preferably Electrical Engineering.
• A minimum of five years of experience in an electrical utility environment (preferably in a municipal electric utility), or equivalent combination of education and experience.
• Excellent interpersonal and communications skills.
• Working knowledge of computer programming and data processing systems.
• Demonstrated willingness to accept responsibility, take initiative and be self-motivated working in field locations with general remote guidance.
