The Generation Planning Manager is responsible for the formulation of plans for the operations, maintenance, and development of standard operating procedures for the Virgin Islands Water and Power Authority's power generating system. The incumbent is responsible for assigning and overseeing the work of planners and engineers.

Essential Duties and Responsibilities:

• Designs and plans systems development and improvements; for unit operating characteristics, unit start time, heat rates curves, ramp rats, min/max run time, min/max load, variable O & M costs.
• Develops and maintains shift and vacation schedules for production operations personnel.  Develops and maintains procedures for fuel forecasting; unit dispatch and tracking actual fuel use.
• Receives all non-emergency requests for job maintenance work; reviews and screens each request for priority, completeness, accuracy and necessity.
• Prepares monthly production reports, EPA compliance reports and Key Performance Indicators (KPI) for the Production Department.
• Examines the job to be performed and determines the best way to accomplish the work; consults with the requestor, available job plans, O&M manuals and/or Maintenance, Preventative, Operations managers.
• Investigates asset history, whether the job had been planned and whether the job had been performed previously. Confers with others that they may have involvement or knowledge about the job.
• Plans job requirement details and phases; determines job resources requirements; determines equipment and external resource needs; and estimates total cost in terms of labor, material and external charges.
• Assembles the planned job package which may include a detailed work order, bill of materials, requisitions for materials, required permits (lock-out/tag out), prints, sketches and photos.
• Allocates, schedules and coordinates the resources required for specific jobs; determines when jobs are started and which resources are applied.
• Prepares work schedules for crews based on priorities and efficiency.  Estimates and monitors work backlogs.
• Assists O&M managers and superintendents in finalizing daily schedules, keeps abreast of schedule status and personnel availability and coordinates schedule adjustments with O&M supervisors.
• Calculates and reviews schedule adherence, notates schedule status of individual jobs, receives and reviews completed work order details and reviews actual labor and material usage relative to estimated usage.
• Operates a computerized work management system, including job plans, work orders, scheduling applications, data processing and management reports.
• May assist in providing specifications for and coordinating the receipt of materials, parts and equipment.
• Compiles and analyses statistics on work completed to track activities and crew performance.
• Supervises contractor’s work during the construction phases and inspects the new construction to ensure adherence to specifications.
• Manages and participates in the continued assembly of construction standards for use by all engineering and operating divisions of the department, and planning and tracking of the five-year capital improvement programs, expenditures and work orders.
• Keeps well informed and up-to-date on the latest developments in the electric utility field by attending seminars and by reading numerous technical trade publications and pursuing studies on own initiative.

• Prepares annual budget item requests; initiates and checks purchase orders for needed equipment and materials; ensures that sufficient materials and inventory is requisitions; initiates or approves performance reports and reviews job evaluations.
• Determines the need for, initiates and coordinates training programs internally and with external organizations to develop the personnel resources of the Authority to meet future needs for management of technical skills; evaluates the effectiveness of such training.

Required Knowledge, Skills, and Abilities:

• Thorough knowledge of modern computer operating characteristic, suitability for application to engineering services and availability of appropriate hardware and software.
• Thorough knowledge of methods and materials of utility engineering and construction as required to prepare and maintain construction standards and to complete special engineering projects as required.
• Thorough knowledge of software and hardware applications for small computers, Local Area Network, and Geographic Information System.
• Knowledge of modern engineering and operating concepts in the production and distribution of electrical energy.
• Knowledge of modern management practices and procedures.
• Ability to plan, organize and coordinate various phases of electrical engineering projects and to ensure completion according to schedule.
• Ability to analyze operations, methods and materials, and to identify appropriate computer applications in technology for their replacement or facilitation to perform cost analyses and to implement and maintain once installed.
• Ability to perform complex engineering designs, calculations and forecasting analyses.
• Ability to plan and coordinate activities of an operating electrical utility.
• Ability to administer a comprehensive electricity utility program.
• Ability to prepare and understand technical reports.
• Ability to express oneself in a clear and concise manner in oral and written communication.
• Ability to supervise professional employees.
• Ability to form and maintain effective working relationships with employment and the general public.
• Knowledge of the rules, safety practices and procedure applicable to the work.

Education and Experience:

Graduation from an accredited college or university with a Bachelor’s degree in electrical engineering and six (6) years of experience in planning of electrical systems operations and maintenance; two of which must have been at the Engineer III level.
