OBJECTIVE:   

The Staff Engineer performs technical work in civil/municipal engineering field.  Assists with the coordination of programs, services, and other activities of the Engineering Department with an emphasis on those related to engineering and capital works.  

This position communicates and collaborates with other city departments, public officials, local businesses, and citizens in planning, design, construction, and operation of the City’s infrastructure. 

ORGANIZATIONAL RELATIONSHIPS:

1. REPORTS TO: City Engineer
2. DIRECTS: No full-time personnel. Contract engineer(s)/consultant(s) for specific

                                    projects.

3. OTHER:            Works closely with the City staff, City elected/appointed officials, and coordinates/communicates with federal, state and county officials, other city departments and the general public.

GENERAL STATEMENT OF DUTIES:

The Staff Engineer is responsible for supporting the City’s strategic objective and projects through planning, designing, managing consultant engineer(s), contractors, communicating, technical acumen, and diplomacy. Duties include but are not limited to:

• Conducts oneself mindfully and models the City’s core values Teamwork, Respect, Integrity, Pride, and Professionalism;
• Effective oral and written communication with a positive solution-based attitude, and aptitude for devising solutions and finding common ground to implement the City’s goals and policies.
• Customer service and communication with a wide variety of people and audiences such as but not limited to: property owners, citizens, business owners, visitors, consultants, legal professionals, elected and appointed officials, and City staff;
• Drafting, design, and bid document creation/preparation for City infrastructure projects for the purposes of conceptual layout, budget development, and/or construction documents, including but not limited to roads, sidewalks, trails, water, wastewater, drainage, parking lots, and storm water;
• Assist with recruiting, sourcing and managing professional engineer(s) for design/project management of applicable City infrastructure projects. Leading the design to provide the best value to the organization and community both in terms of cost and sustainability;
• Review construction document plan submittals for subdivision improvements, commercial projects, and other private construction projects for consistency with the City’s adopted regulations, ordinances, and technical criteria;
• Utilizing the City’s water, wastewater, and drainage models for evaluation of the best design, proposed improvements, and required projects while ensuring consistency with the City Water and Wastewater Master Plan and Capital Improvement Plan;
• Assist with development, update, management, and implementation of the City’s adopted Capital Improvement Plan (CIP), and in supporting the CIP Committee;
• Maintain highly effective working relationships and excellent communication with federal, state, and local government officials as well as other City departments and the general public as appropriate;
• Problem solving, research, and recommendations regarding the short and long term decision making, planning, and execution of public infrastructure improvements and/or impacts;
• Assists in preparation of detailed and highly accurate reports, and present information/presentations to audiences regarding department operations and services;
• Assists with engineering planning, design, data processing, estimates, and/or surveying for internal and external projects.
• Meet with contractors, visits job sites, and assists with construction oversight on construction projects.
• Assists with updating engineering website and coordinating with IT as needed for direction.
• Assist Engineering office on special projects, research, preparation of materials, analysis of findings, and presentation of findings to staff and/or City Council.
• Perform field survey as needed.
• Assists with updates to the City’s Technical Construction Standards and Specifications Manuals related to infrastructure (stormwater/drainage, water, sewer, streets, etc.) to ensure consistency with adopted City policy and best practices.
• Assist with review of Transportation Impact Analyses and analysis of internal traffic count studies.
• Coordinates with GIS Specialist on updates to GIS datasets related to infrastructure improvements and installations.
• Participates in developing, planning and implementing department goals and objectives; administers approved policies and procedures; coordinates activities with those of other City departments and outside agencies and organizations; provide professional and technical advice and assistance to the City Manager on matter related to departmental functions.
• Represents City at local and regional meetings, as assigned by Department Director.
• Prepares grant proposals and applications on behalf of City, as assigned by Department Director.
• Attends professional development workshops, trainings, staff development and conferences, both internal and external to the City. Travels to various destinations in and out of the City.
• Regular and prompt attendance is an essential function of the position
• Perform other related duties as assigned or required.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND TRAINING:

Knowledge of:

• The City of Marble Falls design criteria, standard special provisions and standard drawings at a detailed level.
• Roadway design and principles of complete streets and active transportation.
• Traffic calming techniques, access management, and other matters related to safe and efficient circulation.
• Utility system modeling (WaterCAD, SewerCAD, etc)
• Hydrologic and Hydraulic modeling (HEC-HMS & HEC-RAS).
• Principles and practices of civil engineering including project planning, design, inspection and construction.
• Applicable Federal, State and local laws, ordinances, codes and regulations.
• Strong technical writing skills
• Record keeping and reporting procedures.

• Analyze problems; conduct studies, identify alternative solutions, determine cost effectiveness of proposed solutions; project consequences of proposed actions and implement approved recommendations;
• Interpret and apply City policies, procedures, rules and regulations;
• Stay abreast of new trends, innovations, standards and guidelines in the field of civil engineering;
• Work collaboratively, as well as independently on projects;
• Communicate clearly and concisely, both orally and in writing;

Required qualifications include:

At the discretion of the Engineering Department and/or City Manager, any combination of experience or training may be substituted.

1. Bachelor’s degree from an accredited college or university with a major in civil engineering or a closely related field.
2. Minimum of two (2) years of increasingly responsible experience in civil engineering.
3. Proficiency with ArcGIS.
4. Proficiency with AutoCAD CIVIL3D software.
5. Proficiency with modeling software (WaterCAD, SewerCAD, HEC-HMS, HEC-RAS, etc).
6. Proficiency of Microsoft Office software.
7. Applicant has passed the Fundamentals of Engineering exam and holds a valid Engineer-in-Training certification.
8. A valid Texas driver’s license;

PREFERRed qualifications include:

1. Applicant has passed the Principals of Engineering exam
2. Holds a Professional Engineering License or ability to obtain within (6) months

Holds a valid Certified Floodplain Manager (CFM®) certificate, or ability to obtain and maintain within (6) months.
