The Public Works Engineering Division mission is to provide professional engineering services for planning, design, construction, maintenance, and operation of the water, sewer, surface water and transportation infrastructure. Other services include assisting development permit review and monitoring of franchise utility operations in the City.
 
Under the direction of the Senior Program Manager, the Transportation Project Manager performs professional level work in planning, developing, implementing, budgeting, and coordination of a variety of small to large transportation related and construction projects.
 
This position designs and prepares engineering plans, specifications, and estimates which may include engineering computations, details, profiles, maps, and bid documents for projects including: the City-wide ADA, Annual Signal and Annual Overlay programs, Neighborhood Traffic Control Program, including coordination with utility providers and other divisions and departments within the City
 
Provides technical support to a variety of engineering studies related to planning and design of roadway, signal and transportation and other PW projects; research, collect, interpret and record data; prepare maps, graphs, drawings and reports to present study results.
 
Review progress and/or inspect assigned construction or development projects for compliance with plans and specifications, including resolving constructability problems and issues and for conformance to City policies, ordinances, resolutions, and established engineering practices.
 
Hiring Salary Range: $8,253 - $10,031 per month, plus excellent benefits. This position is represented by the Teamsters Local Union #763.

Essential Duties and Responsibilities

Manages capital improvement and/or major projects, including development of the scope, schedule, costs for assigned project, consultant selection process, contracts, project design, and construction schedules. 
 
Deal effectively and tactfully with the public, contractors, elected officials, city staff and other design professionals. Develops and maintains working relationships with community, regional, State and national contacts. Makes presentations to committees, boards, task forces and community groups as necessary.
 
Coordinate the work of consulting engineers, contractors, and outside agencies to coordinate City projects. Performs professional level program work such as interviewing clients, assessing needs and organizing referrals, and creating and administering marketing plans.
 
Reviews plans and performs regular inspections of assigned projects to ensure constructability and compliance with plans and specifications, ordinances, safety requirements, and other applicable standards, to include checking appropriateness of materials and methods used.
 
Prepares and maintains a variety of reports, records, and notes; completes as-built plans; and maintains project files.
 
Evaluates program performance including goals, priorities, and delivery strategies; compiling information; the effectiveness of assigned programs; conducting on-site evaluations and/or inspections; and interviewing participants and providers.
 
Prepares plans and specifications or manages consultant contracts to prepare plans, specifications and estimates for assigned projects.
 

• Manages the allocation of discretionary funds to project areas; coordinates the decision-making processes involving the community, agencies, and the City; recommends project funding; and approves expenditures.
• Maintains reasonable, predictable, and regular attendance during the standard work week. Remains current in codes, rules, and regulations applicable to specific project area of expertise. Coordinates efforts between agencies, staff, providers, clients, and departments; reviews legislation and provides communication and analysis of new laws, updated information, new resources and opportunities, and new programs available.
• Manages project funds, to include researching funding sources and writing proposals; monitors budgets and payments of consultants and contractors; establishes anticipated cash flow for larger projects and identifies potential problems; prepares status reports; and approves expenditures.
• Develops project and program budgets and planning documents for projects. Resolves availability and quality of service problems; and analyzes or assesses service needs.

Education, Experience and Other Requirements

TRAINING, EXPERIENCE AND LICENSING REQUIREMENTS (Position requirements at entry):
 
Bachelor's Degree in Civil Engineering, Construction Management, Environmental Science, or a related field and five (5) years of project management experience; or an equivalent combination of education and experience which provides the knowledge, skills and abilities sufficient to perform the essential elements of the job.
 
Valid Driver's License.
 
DESIRED QUALIFICATIONS:
 

• Washington State Professional Engineering or Engineer in Training licensure is a plus. 
• Ability to analyze, prepare, communicate and implement programs effectively;
• Good judgment, creative and strategic thinking and the ability to develop program plans and system improvements;
• Ability to clearly communicate complex information to a wide range of audiences within the City, including other divisions, departments, elected officials and a diverse residential and business population;
• Experience working with signal systems, TACTICS Intelligent Traffic Signal System and Fiber-optic Traffic WAN;
• Current understanding and knowledge of the MUTCD, AASHTO, ADA and WSDOT standards and guidelines; and
• Ability to effectively work in a multi-cultural workplace with a diverse customer base
