General Purpose

This position is responsible for providing field supervision over a crew or crews involved in the construction, maintenance, and operation of the underground and overhead electrical distribution system. Lead by example to promote a safe work environment. This position performs skilled work at the journey level in the construction, maintenance and operation of the underground and overhead electrical distribution system including installation of fiber optic cable. Work includes performing skilled tasks on both de-energized and energized systems up to 13,800 volts utilizing rubber gloving practices. Respond to customer power outages and electrical problems. Work involves climbing poles, driving, and operating line bucket and digger derrick trucks, working with specialty tools, and working in confined spaces. Responsible for enforcement of safety policies and seeing those construction standards are followed. Install and maintain a variety of light fixtures used for street lighting and security. The position regularly requires an employee to work overtime or work outside of regularly scheduled hours for emergency or service restoration purposes.

Essential Job Functions

• Direct, schedule, and perform daily field operations of crews engaged in the installation and maintenance of BED’s overhead and underground electrical distribution system including both primary and secondary voltages.
• Lead by example to promote a safe work environment by practicing and enforcing all applicable safety policies and rules.
• Responsible for completion of pre-job briefings (tailboard discussions).
• Responsible to ensure appropriate construction standards and practices are used in unusual or more difficult situations.
• Responsible for the safe installation, maintenance, repair, and removal of overhead and underground lines, equipment, and apparatus.
• Meet with the Project Engineer during the engineering design phase of projects to provide input and ensure projects are well coordinated between the engineer and the working crew leader.
• Meet with the Project Engineer to review the scope of planned outages and ensure the work is done in a safe manner while reducing the impact on our customers.
• Ensure that employees adhere to personnel policies.
• Coaches, motivates, and leads fellow employees, including holding employees accountable for achieving desired results.
• Install, remove, maintain, and repair poles, cross arms, pins, insulators, hardware, and other associated apparatus used in the construction and maintenance of BED’s electric distribution system.
• Install, remove, and maintain various types of overhead conductors including splicing.
• Install, remove, and maintain various types of underground conductors and associated equipment working in a confined space in an energized environment.
• Splice and terminate underground primary cable.
• Install, connect, and troubleshoot pad mounted, overhead, and submersible transformers on both single and multi-phase installations.
• Install, maintain, and troubleshoot single phase services including the installation and removal of single-phase meters.
• Install, maintain, and troubleshoot three phase services.
• Perform level one requirements of the BED switching and tagging list.
• Respond to and repair various overhead and underground distribution system disturbances including storm related events.
• Install fiber optic cable in both the overhead and underground utility system.
• Trim trees as required to maintain clearances on both the primary and secondary electrical system.
• Perform inspections on all associated equipment and identify potential situations that would affect the reliability of the distribution system.
• Operate equipment associated with the installation and maintenance of BED’s electrical distribution system in accordance with established policies and procedures to include but not limited to digger derrick trucks, bucket trucks, vacuum equipment, pulling equipment, wire trailers and forklift.
• Accurately complete applicable paperwork (e.g., material sheets, work orders, times sheets, system disturbance reports, transformer logs, confined space inventory reports, vehicle repair reports, etc.)
• Coordinate and schedule assistance for projects requiring additional support.
• Participate in the development of BED’s Apprentice Program and train apprentice lineworkers, including development of different work scenarios addressing both normal and emergency work.
• Participate on BED’s Standards Committee as assigned. Research and recommend changes or additions to BED construction standards.
• Participate in the development of BED’s 5-year construction plan.
• Read, understand, and use distribution feeder maps to install, locate, maintain, and repair the distribution system.
• Locate underground lines using appropriate equipment (Dig Safe).
• Climb poles, ladders, and operate bucket trucks and aerial lift equipment.
• Conduct switching and tagging operations on VELCO and GMP electrical systems.
• Perform 24hr “on call” responsibility by responding to after hour callouts.
• Subject to 24hr callout for emergency situations (Example: Being called in based on second person callout list).
• Required to participate on the Safety Committee on a rotating basis with minimal one (1) year term.

Non-Essential Job Functions:

• Inspect contractor installations to ensure compliance with BED construction standards and the NESC.
• Perform other duties as required.

• Must possess an Associate Degree in Electrical Engineering Technology or related discipline. Additional electric utility lineworker experience may be substituted for a degree requirement on a two-for-one year basis (completion of a four (4) year recognized lineworker training program may only be substituted for the Associate Degree requirement).
• A minimum of five (5) years of experience as a certified journey level electric utility lineworker. Two (2) of the five years’ experience must be in a position equivalent to Burlington Electric Department Lineworker A position. A degree will not be a substitute for the five (5) year experience requirement.
• Successful completion of a minimum of five hundred (500) hours of Working Crew Leader experience.
• Demonstrated ability to provide effective leadership, motivation, and directions to employees to successfully complete projects assigned to include leading by example.
• Attend a minimum of 16 hours of supervisor approved training every three (3) to five (5) years.
• Must be proficient in the use of hot line tools, safe rubber gloving techniques and underground locating equipment.
• Must possess a working knowledge of electric utility construction standards and the National Electric Safety Code, and VOSHA/OSHA standards.
• Must possess or have the ability to obtain and maintain a valid Commercial Driver’s License class A within 90 days of date of hire.
• Must demonstrate leadership qualities and be able to work as part of a team.
• Must possess strong written and verbal communication skills.
• Ability to work in a team-oriented environment.
• Ability to obtain and maintain CPR and First Aid certification within 90 days of date of hire. Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.
• Regular attendance is necessary and is essential to meeting the expectations of the job functions.
• Ability to understand and comply with City standards, safety rules and personnel policies.
• Ability to work in confined spaces.
• Ability to work in and around energized, high voltage equipment, in accordance with all applicable safety rules.
• Must wear appropriate safety equipment, including, but not limited to; high voltage rubber gloves, safety glasses, hard hats, hearing protection, and safety harness.
• Must be able to work in high places.
• Must reside within 45 minutes of the 585 Pine Street facility.
• Ability to work overtime as needed consistent with the provisions of the BED/IBEW Collective Bargaining Agreement.
