The Water Quality Program within the Department of Ecology is looking to fill two Industrial Stormwater Compliance Specialist (Environmental Specialist 3) positions. The positions are located in our Northwest Region Office in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station.

Please Note: The salary posted above includes the additional 5% premium pay that these positions will receive due to their location in Shoreline, WA in King County.  

Are you passionate about reducing toxic threats to people and the environment? Do you want to play a crucial role in protecting orcas? In these positions, you will help industrial facilities meet water quality requirements to reduce toxic contaminants in stormwater, protecting the southern resident orca’s food web. As a Stormwater Inspector, a typical day might include inspecting an industrial site, drafting an enforcement order, and providing technical assistance to assure that best management practices are being used to minimize contaminants going into our waters.

Program Mission: The mission of the Water Quality Program is to ensure that all aquatic life and communities in the watershed experience cool, clean water to refresh and sustain us in a changing climate.

Telework options: These positions will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. The positions will be eligible for up to a 90% telework schedule, with the expectation that you will work in the office at least four hours per week and conduct work in the field roughly 50% of the time (20 hours per week).

Duties

What makes this role unique? 

Your work in this role will be critical to minimizing discharges of toxic pollutants from industrial sites. You will need strong communication and organizational skills to effectively conduct compliance assurance activities with numerous permittees and address a wide variety of stormwater management challenges.

What you will do: 

• Plan, lead, and conduct compliance inspections of facilities permitted under the Industrial Stormwater General Permit as well as non-permitted facilities. 
• Document inspection findings to direct sites toward compliance.
• Prepare regulatory documents associated with compliance inspections, including warning letters, notices of violation, notices of correction, administrative orders, penalty assessments, and consent and settlement agreements.
• Enforce water quality permit conditions and state laws and provide technical assistance on permit requirements, compliance, and regulatory interpretation.
• Review discharge monitoring report data, stormwater pollution prevention plans, drainage diagrams, and other permit-related documents to evaluate compliance.
• Respond to reported stormwater quality complaints from industrial sites.

Qualifications

Required Qualifications:

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

• 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
• 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

A total of six (6) years of experience and/or education as described below:

• Experience in environmental analysis or control, or environmental planning. 

Experience may include:

• Familiarity with stormwater permits or regulatory inspections. 
• Familiarity with stormwater management techniques or stormwater guidance manuals. 
• Demonstrated ability to understand and implement state and federal water pollution laws and regulations, permit programs, and policies. 
• Demonstrated ability to communicate complex technical issues to non-technical audiences. 
• Assisting entities with regulatory requirements, including options for coming into compliance or technical assistance.

• Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning, or other allied field.

All experience and education combinations that meet the requirements for this position:

One (1) year of experience as an Environmental Specialist 2, at the Department of Ecology. 

Special Requirements/Conditions of Employment: 

• Must obtain and maintain a valid driver’s license.
