This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of 426 Brant Street, Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective 2026 this role will be required to be on site 50% of the time each month.

Position Overview

This position is responsible for the development, implementation and oversight of roadway safety-related programs and activities. This position will also lead the development and implementation of a Vision Zero road safety program and action plan in accordance with the vision and goals of Burlington’s Integrated Mobility Plan.  Additionally, this position provides project oversight and technical guidance to a team of Traffic Technologists, ensuring efficient execution of roadway safety initiatives. It also serves as the subject matter expert within the Traffic Operations Group and provides coverage in the absence of the supervisor.

Responsibilities

You will be responsible for:

·       Roadway safety programs and policies

o   Lead and manage the development of the City’s first Vision Zero Action Plan, a large and complex project including consultation with City staff and outside agencies. Develop the scope, conduct community engagement, create key performance indicators, and obtain City Council endorsement.

o   Aid in the development of automated enforcement programs and generate reports and analysis as to their effectiveness and safety benefit.

o   Identify needs within the Transportation Services Department and develop new or updated policies to meet industry best practices and enhance roadway safety.

·       Project management

o   Once developed and approved, administer, and oversee programs under the Vision Zero Action Plan.

o   Administer and oversee projects related to roadway safety audits, neighbourhood traffic management plans, traffic calming assessments, and roadway safety pilot projects. This includes developing scope, overseeing team members and external interested parties, community engagement, procurement, managing budgets, and fulfilling all reporting requirements.

·       Analysis and reporting

o   Conduct annual reporting to staff and City Council on the state of roadway safety and collision trends.

o   Conduct network screening and identify roadways and intersections with a potential for safety improvement. Develop short, medium, and long-term plans to address safety issues.

o   Utilize best practises and technology to display key performance metrics, and overall road safety program effectiveness.

o   Provide expert collision and road safety analysis in support of capital projects, development applications. consultant reports, design drawings and standards, and master plans.

o   Conduct reviews of fatal injury collisions and document site conditions, supporting supervisor on legal inquiries and proceedings.

o   Provide technical expertise in the review of consultant and internal reports, design drawings and standards, master plans, and development applications.

·       Education and outreach programs

o   Develop and implement modern education programs/campaigns related to roadway safety in collaboration with City staff and partners (e.g., Halton Police, community groups, internal services). Attend public meetings and demonstrations as required

o   Proactively gather feedback from City staff and the community to develop and improve road safety initiatives.

Requirements

You have a diploma/degree in Transportation Engineering Technology or equivalent. Certification, or eligibility for certification, with OACETT (C.E.T.) and as a Road Safety Professional (RSP) with the Institute of Transportation Engineers is an asset. This is complimented by four (4) to seven (7) years working in the traffic field and with specialized knowledge of roadway safety, preferable in a municipal environment. of relevant experience. Experience managing roadway safety related projects and leading consulting assignments is required.

To be successful in this role, you have proven project management skills and feel comfortable with technology systems. Your ability to communicate effectively allows you to interact well with others and provide excellent customer service. You are well-organized and excel at problem-solving.

You will be required to attend sites that may include heavy traffic, particularly when urgent/unplanned response is required. Weather and site conditions can be a hinderance. Personal protective equipment (PPE) will be provided and is always required when working in the field.

A valid Class G driver’s licence is required with an acceptable driver’s abstract (no more than three (3) driving related convictions or an accumulation of no more than three (3) demerit points in the previous three (3) years prior to the date of hire). You may have access to a City-owned vehicle but may need to provide own transportation from time to time.

Salary/Hourly Range

$92,335 to $115,419 (Grade Level I – under review)
