Under general direction, completes professional communications work in the development and execution of external and employee communications for the Brownsville Public Utilities Board (BPUB).
The senior and lead positions provide leadership, training, and guidance to lower-level communications and public relations staff. The administrator will provide supervision, work assignments, and evaluation to all subordinate departmental staff, and assumes the duties and responsibilities in the absence of the manager. Assists as the spokesperson to the press on utility matters and assists with press contact, arranging interviews and public comments on company related issues. Designs and produces communications tools, such as advertisements, brochures, bill inserts, collateral materials, press releases, editorials, annual reports, social media content, web pages, and newsletters. Works with utility departments and Communications & Public Relations team to identify opportunities to better position the company and to aid in the development and implementation of marketing plans. May lead, plan, and participate in outreach events on behalf of BPUB. Coordinates advertising and promotion campaigns; may serve as primary contact for advertising agencies, graphic design firms, and other communications subcontractors. Photographs BPUB events or staff as needed. Participates in the recruitment and selection of vendors. May be required to translate verbatim and idiomatic information conveyed in both English and Spanish. Completes other job duties as assigned.

Develops the monthly bill inserts schedule. Coordinates the production of a monthly video series. Develops communication plans and strategies for various issues and projects as requested.
Lead Communications & Public Relations Coordinator (in addition to all duties listed above)
Oversees development of Request for Proposals (RFPs) and Request for Quotations (RFQs). Manages an annual calendar with regular outreach activities and monthly themes. Serves as BPUB liaison for the Public Utilities Board Consumer Advisory Panel (PUBCAP).

The Brownsville Public Utilities Board (BPUB) was formally chartered by the city of Brownsville in 1960 to provide electrical, water and wastewater services to its customers in the southernmost part of Texas.
Under the charter, management, operation and control of the city’s combined water, wastewater and electric utility systems were delegated to the BPUB Board of Directors. The Board is composed of seven members: six appointed by the City Commission to four-year terms and the city’s mayor serving as the seventh member (ex-officio).
