Summary: Under supervision of the Community Development Director, performs professional level engineering review work for the Town inclusive of development review, developing and reviewing engineering standards, performing construction inspections, and participating in floodplain and stormwater management.
Essential Duties and Responsibilities: The below list is intended to be illustrative of the responsibilities of the position and not all encompassing. The Town may change these duties at any time.
Performs review of private development plans including water, sewer, storm water drainage, non-potable irrigation, and roadways; provision for dry utilities; reviews drawings and specifications for public improvements for conformance with generally accepted engineering standards and Town Code requirements. Reviews engineering reports, development plans and submittals. Participates in development review meetings. Collaborates with many community departments and external stakeholders.
Participates in development construction inspections and coordinates with applicable community departments and external stakeholders to ensure the construction project and outcomes are consistent with approved plans. Provides oversight to construction inspectors.
Participates in the Town’s Stormwater Management (MS4) program including engagement and educational opportunities, inspections, reporting, issuance of compliance notices, and the preparation of an annual report to the State of Colorado. May oversee the work of third-party consultants or bring the work internal to the division.
Collaborates in the preparation of Development Agreements inclusive of reviewing budgets and exhibits prepared by developers, coordination with developers on delivery of budgets and exhibits, for example.
Prepares and presents findings regarding proposed development to the planning commission and town board of trustees. Independent of land use matters, prepares and presents agenda items to the planning commission and the town board of trustees. Prepares and presents staff reports and other necessary correspondence.
May coordinate the design and construction of capital improvement projects, as needed. Prepares and reviews cost estimates for public projects and manages project budgets in conjunction with assigned projects.
May acts as Floodplain Administrator, depending on qualifications.
Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of community and regional engineering. Collaborate with neighboring communities and Counties regarding regional issues.

Demonstrated knowledge of civil engineering principles
Knowledge of personal computers and CAD applications

Keep accurate records; work independently
An individual should have a working knowledge of typical office software systems
Education/Experience and Licenses: Any combination of education and experience that demonstrates the ability to perform the essential job duties may be considered. A typical way to demonstrate this ability would be:
Bachelor’s degree in civil engineering or related field
Registration as a Professional Engineer (PE)
Certified Floodplain Manager (CFM) or ability to obtain within 6 months of hire
Three years of related experience in an organization of similar size and complexity
Valid Colorado Driver’s License
