The Position:
The City of Carlsbad is recruiting for an Assistant/Associate Engineer that will be part of the Transportation and Drainage Engineering Division and a key member of the Transportation Department. This individual will be part of an engineering team that manages a variety of transportation and storm drain and flood control projects and will report to a Senior Engineer of the Transportation and Drainage Engineering Division.
A successful applicant will possess a strong working knowledge of civil, transportation and drainage engineering principles and practices to join the Transportation Department of the Public Works Branch. The Assistant/Associate Engineer will perform professional engineering tasks that include contract administration, design and management of various transportation and drainage projects, review plans, specifications, and cost estimates, and conduct various studies to ensure compliance with applicable Federal, State, County, and local standards and regulations.
This position will conduct and coordinate professional civil and transportation engineering work, both alone and under the general supervision of a Senior Engineer in the planning, design, and construction of transportation and drainage facilities associated with the city's CIP.
This is an opportunity to work for a well-financed and professionally managed City and to help with the growth and maintenance of its transportation and drainage system assets. You will be working on interesting projects as the City begins to implement the new General Plan and the associated Mobility Element which will include the effects of the California Complete Streets Act of 2008. In addition, you will be working on projects that incorporate the requirements of the Statewide Construction General Permit and the most recent National Pollutant Discharge Elimination System (NPDES) Permit and Trash Policies.

The Branch: The Public Works Branch is responsible for planning, providing and maintaining the infrastructure that supports Carlsbad's excellent quality of life. The Branch includes a variety of Departments including Administration, Environmental Management, General Services, Utilities, and Transportation. More than 173 full-time staff support the Branch which has an annual budget of $90 million, along with a total Capital Improvement Program (CIP) appropriation of $260 million.
The Department: The Transportation Department supports the planning, design, and construction and inspection of city and private development projects; keeps people and traffic moving; and fosters transportation and drainage infrastructure systems.
The Division: The Transportation and Drainage Engineering Division designs transportation and storm drain system CIP projects, prepares master plans, conducts special studies and investigations, and provides as-needed engineering services to the transportation and drainage maintenance and operations divisions. For each project, a variety of services are provided including managing consultants that provide planning, engineering and environmental investigations resulting in the preparation of construction contract documents, construction engineering assistance and general project management.
The division coordinates the preparation of the annual update to the city's CIP, manages the ongoing implementation of various financing districts and assists developers with the formation of additional financing districts and reimbursement agreements.
The division is also the lead in the creation and maintenance of the city's asset inventory which includes: drainage and, transportation. In addition to creating the inventory, staff in this area prepare and deliver mapping products and complete analysis of asset inventory data for various customers. This work also includes facilitating the utilization of the asset inventory data in coordination with the Business Systems and Geographic Information System divisions.

Assistant Engineer: $42.57 - $51.79hourly
Associate Engineer: $49.90 - $60.73 hourly
Key Responsibilities
Maintain general knowledge of the City of Carlsbad engineering standards, transportation, storm drainage, and water quality design, and construction criteria
Perform professional civil engineering work, independently or under the direction of a registered professional engineer, at the planning, design and constructions stages
Generate technical specifications, engineer’s estimates, special engineering studies, and other contract documents
Review and evaluate plans, specifications, and studies of consulting engineers and private developments for complex public projects for conformance with the City, Federal, State, and Regional regulations and codes
Interact and engage with the public, consultants, and engineers while implementing important capital improvement program projects
Coordinate the preparation and review of various work products such as preliminary and final plans, specification and cost estimates as well as the associated engineering, planning, and environmental technical studies for CIP projects
Prepare Requests for Proposals and/or Request for Qualifications for services such as design, surveying, and material and soil testing; and administers work of consultants effectively monitoring costs and deadlines
Verify and maintain appropriate records and files and performing a variety of computer and tracking support functions

Assist in the preparation and administration of operational budgetary and annual Capital Improvement Budget Report
Represent the City in the community and at professional meetings
Coordinate engineering-related activities with other City departments, divisions, and outside agencies
Qualifications
Knowledge of:
Transportation engineering and drainage engineering practices as applied to municipal public works
Techniques and methods for preparing designs, plans, specifications, cost estimates, reports, and recommendations related to transportation, drainage and public works projects
Experience in hydraulic and hydrologic modeling
Managing technical consultants and professional services agreements
City policies and procedures governing engineering operations
Applicable federal, state and local laws, rules and regulations, policies and procedures related to the engineering, development and construction of projects
Principles, practices and techniques of public administration including budget and personnel administration
Municipal operations as they relate to other city departments and divisions
Principles and techniques of supervision and management
Ability To:
Perform technical engineering work of a complex nature with a minimum of supervision.
Make presentations to various public groups or commissions
Take initiative and be innovative within all aspects of the position.
Establish and maintain cooperative relationships with those contacted in the course of work.
Learn the organizational structure of the city and the roles and responsibilities of functions related to this position.
Use computer software for the preparation of project related documents and for project management tasks. Experience in the following is highly desirable:
Microsoft Office Suite including Word, Excel, PowerPoint, Microsoft Project, and Outlook
AutoCAD for computer-aided drafting and engineering design and the preparation of plans
Geographic Information Systems (GIS) for the preparation of maps and exhibits and analysis of geospatial data
Effectively communicate both verbally and in writing with all levels of staff, including various agencies and the public
Problem-solve and determine alternatives for complex situations
Collaborate with staff and coordinate assigned work with the work of others

Bachelors degree in engineering or a closely related field, from an accredited college or university,
Minimum of two years of related work experience
A master’s degree in engineering or a related field may be substituted for work experience
Engineer-In-Training Certificate
Possession of, or ability to obtain, an appropriate valid California Drivers License
